No fewer than 13 students yesterday collapsed suddenly at Ogba Junior Grammar School in Lagos after inhaling gaseous emission from unknown chemical at the school premises. The incident occurred about five months after about 25 students in the same school became unconscious after inhaling similar emission, which the Lagos State Government is yet to unravel. Itwas gathered that the latest incident occurred around 1p.m., when students in one of the classes were suddenly overwhelmed with gaseous emission and started collapsing one after the other. The affected students, who included 12 girls and one boy, were identified as follows: Memuna Tijani, Subeadat Oladokun, Taiwo Adebiyi, Rodiat Muiz, Omolade Ogunbami, Blessing Onaigbe, Karimot Akiyode, Modupe Idowu and Rasak Gbolahan. A source in the school said that the students had been admitted at the Surgical Emergency Ward, Lagos University Teaching Hospital (LASUTH) and were responding to treatment. Butthe source said one of the victims was in critical condition. Otherstudents fled the class immediately, a development which caused pandemonium among the students, teachers and others in the school. It was gathered that the incident compelled the school authority to order other students to vacatethe premises immediately and the school shut down. According to checks, the gaseous substance emanatedfrom the administrative block of the school sharing the same fence with the Ogba Shopping Mall, which housed several small scale companies, shops and a new generation bank. Officials of the Lagos Emergency Management Agency (LASEMA), National Emergency Management Agency (NEMA), Lagos Ambulance Services (LASAMBUS), Lagos State Environmental Protection Agency (LASEPA), Lagos State Environmental Health Monitoring Unit (SEHMU) and the Nigeria Police were at the scene to rescue victims of the gaseous emission. LASAMBUS officials quickly evacuated the fainted students and rushed them to LASUTH for treatment, while everyone was evacuated from the school. Officials of LASEPA were seen at the school’s premises carrying out investigation to unravel the type of chemical contaminant emitted into the school environment. The Ogba Shopping Mall, housing several shops, companies and Ecobank Nigeria Plc was shut down by LASEMA officials while hundreds of people working in the shopping complex were evacuated from the complex. The gaseous substance was also perceived by some people at the shopping complex. Alegal practitioner, Joshua John, whose chamber is in the mall, said he perceived the gaseous substance, which made his breathing irregular, saying that they were evacuated from the premises of the mall to avoid casualty, noting that nobody was affected at the mall. LASEMA General Manager, Dr. Femi Oke- Osanyintolu, said 13 of the affected students taken to LASUTH were responding to treatment, saying that the rescue operation was swift and prompt. He confirmed that the students “are responding to treatment very well, but however, we have condoned off the school and the building associated with that area. Why we are doing that is to allow us carry out risk assessment and analysis on the place. We are appealing to our people not to panic that the state is on top of the challenges.

The Executive Secretary, National Health Insurance Scheme (NHIS), Dr. Femi Thomas, has said the agency has discovered 100,000 fake enrollees. He spoke yesterday in Abuja while presenting an overview of NHIS at the opening of the agency’s stakeholders’ meeting which includes the state Helth Commissioners, Health Management Organisations (HMOs), Health Care Providers (HCPs) and other stakeholders. The NHIS boss also gave Health Management Organisations (HMOs) operating below standards six months to up date or get sanctioned. He directed HMOs owing health facilities to pay up. The HMOs are owing Health Care Providers (HCPs) over N1 billion. Besides, he said the agency is tinkering with setting up a vulnerable fund to take care of the poor in the society. Dr. Thomas told the gathering that the agency is also working on deploying Information Communcation Technology (ICT) in addressing the issue. He noted that andriod facilities would be delpoyed to capture enrollees and other health insurance administration. He said: “Over the last few months we have been able to discover more than 100,000 fake enrollee in that register. “We are going to deploy ICT massively in all our operations from this year nationwide. We know that we have a bank of enrollee but the truth is that the bank we have is not clean.” He explained that the depolyment of ICT like android facilities will help identify locations of enrollees as biometrics which is linked to internet will also be carried out for tracking of enrollees. H stressed that streets that are not named will be named by the office for the purpose of tracking enrollees; “Even where there is no Internet, it will work and on e there is internet, it will off load to the central data bank and no HMO or healthcare practitioner can edit it. The NHIS boss said there would be no hidden figures anymore. The device will also help in monitoring health facilities. The system, he said, is also re-engineering. “What we are trying to do is to make the system fraud resistance,” he said.

Two Nigerian men sentenced to have a hand amputated each for theft have had their convictions overturned, in the latest acquittals to raise questions about standards in the Islamic justice system. Taxi drivers Nasiru Abubakar and Anas Mohammed were freed by the sharia appeal court in the northern city of Sokoto on March 2, which ruled there were procedural errors in their 2010 trial. The pair, both 25, had spent three years behind bars and were unaware that they could challenge the conviction and sentence until a prison official took up their case with the state government. “The (appeal) judge picked holes with the judgement of the lower court, which he said was not in conformity with the provisions of Islamic sharia law, as a result of which the two young men were discharged and acquitted,” court clerk Bube Lawwali told AFP. According to the judge, the lower court did not establish the case of theft and the 10,000 naira ($63) in cash which was allegedly stolen was never found in the men’s possession. In addition, the complainant, who alleged the suspects had stolen the money when he used their taxi, did not even attend court to give evidence during the initial trial. - Low benchmark - Sharia courts run parallel to the state and federal judicial systems in northern Nigeria and are largely used by Muslims to resolve property, inheritance and matrimonial disputes. They made headlines internationally earlier this year when a number of men appeared before a sharia court in the city of Bauchi accused of homosexuality, which is theoretically punishable by death. Lawyer Umar Ado said the taxi drivers’ case was significant because it highlighted glaring problems in the system. “The appeal judgement has far-reaching implications and exposes the inadequacies in the capacity of the sharia judges and procedural abuse in the sharia courts,” he said. Another lawyer, Abdulhamid Zubairu, added that no witnesses were even summoned to give evidence at the trial and the defendants were unaware of their statutory right to appeal. “The judge ought to have told them they could appeal the sentence within 30 days, as a matter of procedure,” he said. Ado attributed the situation to what he called the “flagrant disregard to judicial procedures” by many judges and a “lack of full grasp of sharia legal provisions”. Currently anyone with knowledge of Islamic law and school examination certificates can be appointed as a sharia court judge, explained Ado. But he argued that was not good enough: some judges delivered judgements too quickly, “playing to the gallery” and a public who wrongly believe that sharia is all about passing harsh sentences. “Before a sharia judge is appointed, he should undergo rigorous competence tests and background checks to ensure he is the right person for the job,” he added. - Need for reform - Another lawyer, Suleiman Hassan, said a lack of appropriate sanctions against incompetent judges was not helping matters and made some judges “flaunt procedures with impunity”. Since the reintroduction of the sharia justice system in 12 northern states 15 years ago, dozens of amputation sentences have been handed down. But only two have been carried out, with the remainder overturned on appeal largely for “procedural error and outright contravention of the sharia law”, said Ado. The acquittals on appeal include the cases of at least four women who were sentenced to death for adultery after they gave birth out of wedlock. “In fact, some people currently languishing in jail were unjustly imprisoned without any help coming from anywhere,” said Kabiru Dodo, a government official who initiated the taxi drivers’ appeal. A senior judicial official in Zamfara state, which pioneered the re-introduction of sharia, acknowledged that the issues needed to be tackled. “We are aware of such shortcomings on the part of sharia court judges and I believe the ongoing nationwide criminal justice system reform intends to rectify this anomaly,” he said on condition of anonymity. “It is, however, not something that can be rectified overnight. It is a gradual process that requires a tactful but firm approach.”

The Yobe Government on Thursday donated N100 million to assist victims of Boko Haram attack at the Federal Government College in Buni-Yadi. It also deployed security operatives and vigilante groups to search for missing students. The Chairman of the Committee set up by the State Government to assist the victims and Commissioner for Justice, Ahmed Goniri, said this during his visit to the college. Goniri said his committee would liaise with the school’s authority to ascertain the number of those missing and also meet with their parents. He said that the committee would assess the extent of damage and advise government on areas of assistance. The chairman solicited the support and co- operation of traditional rulers and citizens to provide useful information to security agencies with the hope to trace the missing students. The college was attacked on Feb, 25 by insurgents during which many students were killed. (NAN)

A clash between military operatives and some youths in Kaura Local Government Area of Kaduna State on Thursday left six persons seriously injured. Chairman of the council, Mr. Kumai Badu, said the situation had been brought under control. He said the injured, mainly youths from Manchok town, were currently receiving treatment at a health centre in Kagoro. An eyewitness, who simply gave his names as Mr. Kabosho Duniya , said trouble started when the youth of the area protested against the arrest of six members of a vigilance group by soldiers for alleged armed robbery. Duniya said a day to the clash, soldiers in the area received a distressed call on Wednesday night from a motorist, who claimed to have been robbed in Manchok. According to him, the prompt response to the call led to the arrest of six suspects, who were later taken to the paramount Chief of the community for amicable resolution of the matter. However, the youth, not satisfied, were said to have protested against the arrest, and in self defence, the soldiers fired gunshots, leaving six persons sustaining injuries.

Fire broke out early Friday morning at the National Control Centre of the Power Holding Company of Nigeria in Osogbo. Our correspondent gathered that the fire, which affected a transformer there, started around 3am. The NCC, Osogbo, is one of the transmission centres for the distribution of generated electricity in the country. Fire fighters were seen battling the inferno when our correspondent visited the scene at around7am. The fire raged till around 9am when it was contained. Members of the Nigeria Security and Civil Defence Corps, soldiers and staff of the Federal Road Safety Commission were controlling vehicular and human traffic at the centre. The incident, which is expected to worsen the already epileptic power supply in the country, has already thrown many areas within the state into darkness. The Deputy Governor of Osun State, Mrs. Titi Laoye-Tomori, was among those who had visited the place.

Google has released a major update to the iOS version of the Hangouts mobile app. Whereas the previous app left a lot to be desired and didn’t look or work as you’d expect from an app on iOS, the updated version completely changes that and also adds some new features. One of the most noticeable changes in the new version is the new UI redesigned for iOS 7. The conversation list view is different and you’ll see your profile right up top. Click on it and you’ll get options related to your profile, such as account settings and snooze settings. The chat list looks different and you can now swipe on an item in the list and get options to favorite, video call the contact, mute or archive the conversation. All of this works with silky smooth fancy new transition animations. The chat view is different, too, and much classier than before. There is now an attachment button next to the text box that lets you add an image, location (previously available on Android but now on iOS as well) and a new addition, stickers. Yes, Hangouts finally gets support for stickers and the iOS app is the first one to have them. This feature is not yet available on Android app or the Chrome extension, although you can still view them since they are simply animated GIFs. The stickers in question are just animated versions of the Hangouts/ Android KitKat emoji. The iPad version gets the bulk of the UI changes with a new split screen mode that makes better use of the larger screen. The previous Hangouts app would just fill the whole screen and looked like a stretched mobile app but the new one splits the screen into conversation list on the left and chats on the right. If you go landscape you’ll also see a video call button on the right. To start a video call, simple drag the button across the screen towards the left. The iPad app also gets picture-in-picture video calling, the way you do on desktop Hangouts. Lastly, there is also a new ten-second video clip feature, that lets you record and send ten-second clips to your contacts instead of doing the whole video call thing. The new Hangouts app for iOS is finally a legit app that offers the quality that you expect from an app on iOS, with a high level of polish and good design decisions. It’s out on the App Store now and if you use Hangouts you should definitely update to it immediately.

Those of you using the Facebook Messenger on Windows probably got the same message as myself this morning. According to the notification, the Messenger will stop working on Monday, March 3. There is no explanation why Facebook decided to kill its standalone messenger app, but it isn’t unexpected. The Facebook Messenger installer for Windows has disappeared completely from Facebook’s website a while ago. Even its Help articles on the website were hard to find, so it was clear back then Facebook will be dropping support for the tool in the future. Well, it is time. The app will stop working on March 3. The help section is available now and explains how to uninstall the Messenger off your PC. As a user who really got used to the app, I am quite disappointed. I guess my only option now is to rely on the dedicated Metro/Modern Facebook app. Bugger!

Webster Lucas claims he was stiffed on napkins at the Mickey D’s in Pacoima, CA on January 29th after ordering a Quarter Pounder Deluxe and when he went up to the counter to ask for more, he was rudely rebuffed by the manager who insisted he already got some. According to his lawsuit, Lucas, who is black, then retorted, “I should have gone to eat at the Jack in the Box because I didn’t come here to argue over napkins. I came here to eat. “That’s when Lucas says things got racist claiming the manager (a Mexican- American) mumbled something about “you people. “Lucas subsequently emailed the general manager to complain insisting he couldn’t work because of the “undue mental anguish” he was suffering as a result of the napkin debacle and says he was insultingly offered free burgers in return. A single black woman that I’m friends with on Facebook posted an encounter she had with two separate men. It lit up a firestorm of men vs. women in the comments. Two men from her past, in two separate conversations, both claimed that they were interested in her and wanted to ask her out, “but she never gave them a chance.” She frustratingly replied to both of them, “You never ASKED for a chance!” See…her assumption was, if a man wants to go out with you…all he has to do was ask a simple question, ‘Would you like to go out?’. Was she wrong? Is it really that simple? The fact is, some men have game…and some men don’t? Some guys know exactly what to say to a woman…and others are seized by fear and paralysis of analysis just to come up with an opening line? For men, this is very frustrating because it hinders their dating/love life. Take a man we’ll call Duman for example… Last Friday, I was in Friday’s sitting at the bar eating dinner. I stumbled into a conversation with the guy sitting next to me about women. Duman is a 44 yr. old, tall, clean shaven, slender build, divorced gentlemen originally from West Africa. But Duman has no game. Self admittedly so. He cited an incident where one day he was sitting in a lobby in front of a beautiful woman. Every time he looked up, she was looking at him. But he didn’t know what to say to her. When he got up to leave, she stopped what she was doing, looked up, and said “How are you doing?” “I’m fine. How are you?” he replied. And then walked away. When he got to his car, he beat the steering wheel ferociously because he regretted missing the opportunity to ask her out. For a woman, this is frustrating… because, all she wants is someone who has the gonads and the confidence to step to her like a man and say the right things to get her to go out with him. So here’s the #1 reason why a man is afraid to ask a woman out…and the four things woman can do about it without playing herself. Lack of Confidence Men date out of their confidence level. What I mean is…a man who acquires knowledge in knowing what to say, what to do, how to carry himself socially, and what to do sexually with women… builds up a certain level of confidence in himself. An experienced man will exude a high degree of confidence…because he knows what to do and how to handle himself in any situation with a woman. To him, rejection isn’t a deterrent. And to women, this confidence is sexy…even if he is not physically. But for the man who has limited experiences, he has a low level of confidence in how to handle himself socially and sexually with women. So he’ll play-the-wall in social setting… hoping to build-up enough confidence to eventually ask a woman out. Or he’ll make statements like, ‘I was going to ask you out but you never gave me a chance.’ Speaking of my friend…what is she suppose to do? How can she…and you… avoid being told this in the future? 1. Build Up His Confidence His confidence is the key. The only way to remove the fear is through social experiences with women. So engage him socially. You don’t have to seem desperate or pressed…just friendly. The more interaction he has with you, the more confident he will be come. 2. Challenge His Manhood No man wants his manhood challenged…especially by a beautiful attractive woman. But sometimes, the right kind of challenge prompts a man into action. Now…don’t go calling him out in front of a bunch of people. Rather, privately challenge whether he’s scared to ask a woman out. Challenge if he even knows how to ask a woman out. Then have him role-play with you to check out his game. Tweak it to your liking…if you like. Depending on how savvy he is, he might build up enough confidence to ask you out. 3. Correct Him Privately If you see him doing or saying something that’s socially awkward or a turn-off to women, pull him aside and playfully tell him how stupid that was. A great line to use is “If I was on a date with you, I would feel…” Then tell him what he should’ve did/said that would’ve been more palatable or attractive to women. He will endear himself to you and build his confidence at the same time. 4. Humor Always Helps Being humorous makes you more likable. You don’t have to be a standup comedian, but play up your funny side. If you can make a man laugh, he will want to be around you more. And more exposure to you…means more confidence for him. Confidence is intangible. But its presence…or lack thereof…is very real. It shows up in the presence or absence of ‘game’. Men feel it…but women experience it. And in the case of my friend, she experienced its absence because those men didn’t feel it.

The Department of Petroleum Resources (DPR) has embarked on a nationwide tour of petrol stations, expressing its determination to close down petrol stations that are hoarding fuel or selling above the official pump price. The development is in order to end the queues seen at petrol stations, a situation triggered by what has been described as artificial scarcity. In Kaduna metropolis, the Director of the agency, George Osahon, who led his team in the inspection programme, warned independent marketers to stop hoarding the product or face the full wrath of the law. He also advised the general public not to embark on panic buying as there was enough quantity of the product in stock. He attributed the scarcity to a chain reaction by the marketers and the public over the rumour of an increase in pump price. “The current fuel scarcity is as a result of lack of cooperation among the regulatory agencies in the petroleum sector and hoarding of the product by marketers. “The situation could be brought under control if there is proper coordination,” he said. Mr Osahon said that the agency would soon introduce an electronic system to effectively monitor fuel distribution. The team, in their visits, examined the dispensing pumps and the storage tanks of the petrol stations.

A Japanese rocket roared into orbit early Friday carrying what NASA calls its most precise instrument yet for measuring rain and snowfall. The Global Precipitation Measurement (GPM) satellite is the first of five earth science launches NASA has planned for 2014. The 4- ton spacecraft is the most sophisticated platform yet for measuring rainfall, capable of recording amounts as small as a hundredth of an inch an hour, said Gail Skofronick Jackson, GPM’s deputy project scientist. The $ 900 million satellite is a joint project with the Japanese space agency JAXA, and it lifted off from Tanegashima Space Center at 3:37 a.m. Friday (1:37 p.m. Thursday ET). In a little over a half hour, it had reached orbit, deployed its solar panels and began beaming signals back to its controllers, NASA said. Also, once fully activated, GPM will use both radar and microwave instruments to detect falling snow for the first time. It will also combine data from other satellites with its own readings, beaming back a snapshot of worldwide precipitation every three hours, Jackson said. “We can start using the data for all sorts of applications — for floods, for landslide predictions, for tracking hurricanes so we know what part of the coastline to evacuate,” Jackson said. That data will boost not only immediate storm forecasts, but also aid climate scientists who have been working on long- term models of a changing world. “We can start validating and verifying what the scientists are saying from the models that say we’re going to have more extreme precipitation,” she said. “Where there’s heavy precipitation now, the climate models are saying there’ll continue to be more intense precipitation there, and where there’s droughts, they think the droughts will be more intense.” The craft has enough fuel for at least five years and is expected to last longer — so when combined with earlier missions, it will give NASA an unbroken 25- to 30-year rainfall record, Jackson said.

Abductors of Inengite Nitabai, the septuagenarian cousin of President Goodluck Jonathan, have requested a whooping N500m ransom to set him free. The outrageous demand, it was learnt, had unsettled members of Nitabai’s family who were said to be running from pillar to post to find a solution to the matter. A security source told our correspondent that the abductors threatened to kill their victim if the family failed to produce the money. The source, who pleaded anonymity, said the family had constituted a committee to evaluate the wicked demand, establish negotiations with the abductors and facilitate his release. He said the kidnappers as usual warned against the involvement of security operatives in the matter. “The kidnappers contacted the family four days after and demanded a whooping sum of N500m. It is believed that the family of the victim has begun negotiations with the hoodlums,” he said. Distraught family members and sympathisers had shortly after the incident weighed the motives behind the dastardly act. The atmosphere became gloomier following refusal of the assailants to establish contact with the family of their victim three days after the abduction. The kidnappers’ incommunicado, it was observed, created panic and heightened apprehension among members of the family.

French footballer, Nicolas Anelka has been suspended by his club, West Bromwich Albion after he received a five-match ban by the Football Association and fined £80,000 for the quenelle gesture that he performed after scoring against West Ham United in December. The club announced their decision following confirmation from the FA that an independent regulatory commission had found Anelka guilty of making a gesture that was “abusive and/or indecent and/or insulting and/or improper, and that included a reference to ethnic origin and/or race and/or religion or belief”. The punishment was the most lenient that the FA could have imposed under their new anti-discrimination rules. The governing body, however, reported that the three-man panel “did not find that Nicolas Anelka is an antisemite or that he intended to express or promote antisemitism by his use of the quenelle”. It remains to be seen whether Anelka will appeal against the punishment, which includes attending a compulsory education programme. The 34-year-old said from the outset that the quenelle was a “special dedication to my comedian friend Dieudonné [M'Bala M'Bala]” and maintained that the gesture he made at Upton Park on 28 December was anti-establishment rather than antisemitic.

The incident occurred at Shuwari area of the State, as the governor was returning from paying a condolence visit to victims of Boko Haram attacks two days ago. The governor reportedly escaped in an escort vehicle and no casualties were recorded.
